after maintenance interval sidechain_txs_reported counter is not getting reset to 0 #165

Steps:

  1. Transferred half of nathan account to peerplaysuser01 account
  2. reserved all the peerplaysuser01 TEST tokens
  3. witness and son budgets became non-zero.
  4. Transferred TESTS tokens from hiveuser01 to peerplaysuser01
  5. Amount got credited in peerplaysuser01 account
  6. total_sidechain_txs_reported got incremented

Issue seen:
After maintenance interval sidechain_txs_reported values are not reset to zero

Did a deposit of HIVE token

If #161 is fine, this one must be fine too. The reason for counters not being reset to 0, is because there was not enough funds to pay SONs. So, the counters must be preserved, in order to properly calculate rewards when funds are available. If they are rested to 0 with rewards 0, the signed transaction count would be lost, and it would not be included in reward calculation, and SONs would be treated unfairly, and not receiving proper rewards for their work.
