All the SONs down makes pBTC stuck in son-account #291

This ticket is based on the test results from : https://gitlab.com/PBSA/peerplays-dex/-/issues/729

This particular scenario was originally considered not possible as the SONs were run on different nodes.

When all the SONs are down, its still possible to perform the Bitcoin withdraw operation and proceeds to a partial state. We need to double confirm this. From the looks of it, when all the SONs are down, the transfer of pBTC from a Peerplays account to son-account happens and then no further action is taken.

Its unclear whether this will be processed when the SONs come back online
We need to find methods to find how we can give back the end user access to her pBTC

scenario with 1 ACTIVE and 6 Down SONs:

pBTC movement to son-account happens
this means peerplays user looses his pBTC

We need verify the above scenario and make sure that the BTC is deducted and sent to a withdraw address when SONs are back online.

Noting this down to find the difference between all SONs down and 1 SON down.
