Srdjan Obucina 8ac9622c7f Part two of SON-83 - plugins option in command line and config file 
- Empty SON plugin is INACTIVE by default
- To enable it, add peerplays_sidechain to plugins section in
  config file, or use --plugins command line option
- Plugin can work with or without witness
