This PR is to address https://gitlab.com/PBSA/peerplays/-/issues/15
The gap between bitshares-fc and peerplays-fc is huge and it's advisable to sync everything. After analysing and testing brought in only changes applicable peerplays websocket related stuff.
Peerplays maintaining it's own websockettpp and it's been updated and and is part of this PR.

New PR has been raised for corresponding dependent Blockchain changes.
