[SON-202] Implement cli_wallet commands for maintenance mode (#261)

* Add stop_son_maintenance CLI call

* fix bug with SON activation

* son_maintenance_operation

* son_maintenance_operation tests

* cli test for son maintenance state

* start_son_maintenance CLI call

* keep maintenance state during active SON set changes
