This PR is to address the websocket connection issue mentioned in https://gitlab.com/PBSA/peerplays/-/issues/15.
FC PR mentioned below is the dependency for this fix to work out.

Testing inputs: along with executing regular testing scenarios, run "lsof -np [pid_of_witness_node]" to see how many sockets opened at that moment from the same connection.
