Part two of SON-83 - plugins option in command line and config file (#126) 
- Empty SON plugin is INACTIVE by default
- To enable it, add peerplays_sidechain to plugins section in
  config file, or use --plugins command line option
- Plugin can work with or without witness

c4ad900026 Fix build error in member_enumerator when an operation includes an enum. 
Implement the commit/reveal timeouts in RPS games, and generate automatic
("insurance") moves.  Make the CLI wallet watch for new games in
tournaments you're registered for.

a943de8b76 When rolling back on save, remove the rolled back blocks from our 
databases so when we restart and begin syncing, we re-download and
push those rolled back blocks  (fixes bug introduced in
a5071f2568).
Fix logging of incorrect block numbers in p2p log.

5aa884c574 #237: Create new delayed_node app 
Delayed node is much like witness_node, except it doesn't have support
for block productuion (thus cannot be a witness) and it is not intended
to use the P2P network. The delayed node requires a trusted node it can
connect to via RPC and download blocks from. The delayed node will only
download blocks from the trusted node if those blocks have received a
configurable number of confirmations.

This commit effectively resolves #237
